Madrid, 9 September 2025. Yesterday, the Department of Urban Planning Coordination of Madrid City Council hosted the official presentation of the Kaunas Declaration, a document that marks a starting point in the development of new European standards for the digital management of building permits.

The event was attended by Juan Carlos Álvarez, Director General of Building at Madrid City Council, as well as Marta Parro, Rebeca Rodríguez, and María Serena from the Licensing Coordination and Innovation Service, who expressed their support for this international initiative. They also lead the MADRIDdbp project, which will digitalize the city’s urban planning permits.
Also present was Pablo Vicente Legazpi, Project Manager of the Building Digital Twin Association (BDTA), representing the association that has led the coordination of this European manifesto.
The Kaunas Declaration was approved during the 5th edition of the Building Digital Twin International Congress (BDTIC5), held in Kaunas (Lithuania) on 14 May 2025. Its aim is to promote the adoption of new technologies based on structured information (BIM) to make building permit processes faster, more transparent, and more sustainable in the construction sector.
