WORKSHOP: Shaping the Future of Digital Building Permits
As part of our 5th Building Digital Twin International Congress (BDTIC5), a creative workshop will be held to explore and define future commercial tools for digital building permits. This event will bring together representatives from major EU cities and software developers in the building industry to exchange ideas and insights on what administrations need and what the market can offer using BIM and other technologies.

Workshop Dynamics
In an intensive two-hour session, city representatives will outline their needs, and developers will propose innovative solutions. The goal is to foster creative collaboration between industry and public administrations to improve digital building permit processes.

BDTA’s Initial Development
The workshop will focus on two key processes:
- Initial urban viability assessment
- Public information processes
These represent only a fraction of the Digital Building Permit (DBP) ecosystem but share a common BAM (Building Application Model) framework.
Methodology
- City representatives will present their challenges.
- Software companies will showcase potential solutions.
- A moderator will introduce the challenge and facilitate discussions.
- Developers will ask clarifying questions to refine problem definitions.
- Structured debates—discussions will be structured to maintain focus.
Key Outcomes
- A summary of conclusions will be published post-event.
- A final group photo and policy declaration will be presented.
- The “Kaunas Declaration” for Digital Building Permits will be drafted and submitted to the EU Parliament.
- Collaboration with EU-funded sister projects on DBPs (ACCORD, Checks, Digichecks) will ensure broader impact.
This workshop is a unique opportunity to bridge the gap between public administrations and industry leaders, driving digital transformation in the building permit process.
